I have Fender Steve Harris bass. The lower pickup is not picking up the sound as well as the top one. The bass is lacking the volume when playing first and second string. The wiring is OK. I have connected it directly to the output to test. The top one still works OK (much louder). I have also experimented with height adjustment.

Anybody knows the correct resistance of that pickup?

I wonder if Fender would send replacement, I got it second hand....

The pair should read 10k to 11k Ohms with the other electronics out of the circuit, which means desoldering a lead from the circuit before taking a reading. Or at least in that 10k to 11k ballpark. To check each coil individually check the one working well and compare that reading to the reading on the coil you think has an issue. The readings for each coil should be reading about the same.

Sorry but there is no Fender warranty when you buy a used Fender unless the seller warranted it, in which case you should deal with the seller for satisfaction. Fender warranties are not transferable.

Wondering if the pickup height needs adjusting maybe? But you probably checked that and with such a serious deficiency height is probably not the issue. It is very, very rare for this pickup to act up soon, but it might be defective. In 25 years yes, but not this soon. I'm wondering if something else is amiss instead of the pickup itself. Wouldn't hurt to have a tech check it.

This bass is spec'ed with the Seymour Duncan Basslines SPB-1 pickup which is sold by about every parts dealer around and is reasonably priced at about $65. This might be an opportunity to try a different pickup! When one door closes, another one opens.

I don't think Duncan warranties OEM pickups either. Their warranty is actually now 21 days anyway. But they will exchange in that period if you don't like the tone.

I'm hoping this issue is being caused by something simple that can easily be corrected.
