Ok so I got my second opinion today. This time the luthier actually took the neck off, studied it then took a 3/16 standard allen and placed it in the nut. He turned fowards then backwards a few times then said your truss rod is fine however your truss nut looks like some inexperienced person tried to adjust the truss rod.. I bow'd my head in shame... Lesson learned ! Thank you guys for all the support...I could have been out a lot of cash if it weren't for the advice of you guys..

BR5000 It is a good news I'm very glad for you and....not surprise.

A very helpfull lesson is there are there are many incompetent luthier or people who think they are luthiers who know enough to work a guitar but not enough to fix it. Same thing for repairing amplifiers. Beware and take references.

Was it Dan at Dallas Guitar that gave you the second opinion? Glad you got it sorted out. I'm sure that is a load off your mind!

I agree with some of the others with finding a "better/more qualified" luthier  ,I myself am a bass tech,I dont claim to be skilledin every fasset of bass repair but have worked with others who have done brought necks previously deceased necks back from the dead.
I have seen vintage(pre-1960)necks more suited for using as a compound bow brought back to life with some steam and vice work(cant tell you how)I have seen larger frets used while a neck is back bowed to help straighten out a neck(again, dont ask..)so there are so out there who CAN go a step or two further.
Now comes the question,is it worth spending all this on a neck thats replacable ? a licensed Fender dealer can order you a neck from Fender WITH a "true "Fender decal(not available on a "all-parts or warmoth" neck)and have them put it on,compare a real factory Fender and a aftermarket and go from there,OR
E-bay has TONS of sellers who take brand new and vintage basses and sell them as parts, necks to bodies and all points in between, should run about 400.00$ but will bolt on and have proper decal and choice of fret-board AND option of another style/design Fender neck(p-bass,jazzbass,older,newer,maple,r/wood,#of fretts)ETC..
GOODLUCK
