A fast check into my data bass(base  )believes it was started in 1971 on the Statacastor first and then the basses then the Jazzbass followed(same year)the last year was harder to distinguish because it was a trickle out effect and I have seen basses from as late as 80-1981 with the "bullet" adjuster, they were used untill all of them ran out,so halfway through a build year they could have stopped and re-started with the style of that year which was the top of the headstock.
So I gathered its from 1971 and lasted untill 1981(or so),they may not all have them this late but I have seen them myself(81)and they also pop up on e-bay,ten yrs is the common time frame thats said that they lasted.
Hope this helps

The bullet Truss rod and three bolt neck attachment were started in 1972 on the Stratocaster and Telecaster Deluxe guitars and the Telecaster bass which also was changed so its pickup would be a Humbucker.

The Jazz bass did not get a bullet rod/ three bolt neck until 1975!

The regular Telecaster and Precision bass never had bullet truss rods
I know, I was there! Playing and drooling over new basses all of the time!

The three bolt lasted until 1979 or 80 as I remember. In 1980 Fender debuted the STRAT and Precision Bass special that had active electronics and gold hardware.

Fender had to re-learn how to cut a vintage sized head stock for the Stratocaster at that time.

When the Vintage Reissue series came out in 1982, the bullet rods were dead, AFAIK.
