What is the difference in the construction (truss rod, etc.) in the necks that have the dark wood inlay down the back and the ones that do not?

The fretboard dictates the installation of the trus-rod and thats the structural reason for the "skunk stripe",On a bass with a Rosewood fretboard the trus-rod can be installed BEFORE the fretboard is glued in place,But on a ONE piece maple neck there is no glued on fretboard,its made out of one piece which makes installation a little bit more labor intensive.
There are two types of maple necks with maple fretboards,the one mentioned earlier is one piece and requiers routing the back of the neck to install the trus-rod,the other is a two piece maple neck,the difference is the maple fret-board is glued on AFTER the trus-rod is installed and a skunk stripe route filler is'nt needed.
So the reason is: The (usually) rosewood made stripe on the back of the neck is a covering of sorts for the trus-rod route,and usually only used on basses(guitars also)that are of the one piece maple neck design,I have seen some on two piece maple necks and also on necks with a rosewood fretboards too,which I would only assume is for adding appeal.
There may be some points I missed but this is pretty much the reg on most basses we come in contact with,though there may be other designs I missed on.
