I have a Precision Bass that supposedly belonged to Phil Lynott of Thin Lizzie. Is ther any way for me to verify this with the serial number? Or any other way??

No. Not unless he himself came over with receipt of purchanse which most proffesional musicians tend to not buy but given an instrument. Take it as is, it's a nice bass you've come across, and you like it. It's very difficult to say. I don't think even Fender can help you with that one.

Unless you know his family or the place it was purchased. That issue will be very tough to figure out.

Phil had 2 P-Basses: both black in color with chrome pickguards,DiMarzio pickups & chrome Badass II bridges. One of them had a Rosewood fingerboard, and the other one had a maple fingerboard.

Another P-Bass that I have seen him playing on the Lizzy videos for "Chinatown" and "Killer On The Loose" had an all Walnut body, neck & fretless fingerboard, brass pickguard, and brass-colored Badass II bridge.

I'm pretty sure that Phil's Mum has the Black P-Bass w/ maple fingerboard,as she had brought it to an annual event celebrating Phil's B-Day for a Lizzy tribute band to play-complete with the studded guitar strap that was still attached. I'll bet that bassist was in 7th heaven when he put that bass on!

I'm not sure if his Mum ended up w/ all of his basses, amps, etc, or not after his passing. But I do know she has the Black/Maple P-Bass.

This is a video for the band called "The Answer".
Phil's Mum is a huge fan of these guys & allowed their bass player to use Phil's P-Bass bass in their video. The first time it's seen daylight since Phil's death.

Look :20 seconds in & you'll see the road case.
At :24 seconds in,you'll see the Black/maple P-Bass.

The band is playing what looks like a Pino Palladino P-Bass in the performance.
