A Jazz bass has a slimmer neck profile than a P. The P bass usually has a lighter body, and is shaped slightly different. The P has 1 split coil pick up, while the Jazz has 2 single coil type p'ups, one mid-body, one near the bridge. The pick guards look different (cosmetic of course). Tone wise, the Precision is a straight forward rock / blues type growlier sound, although you can get various sounds using the vol & tone controls. Amps always make a difference. The Jazz bass seems to be more versatile tone-wise. The name says it all. You can get some great snappy, jazzy sounds, but this bass has been used for rock music as well (ask Geddy). I have the Deluxe P-Bass Special (MIM),which has a Jazz neck, P body & both the split P pickup & a Jazz p'up at the bridge. With this this set up you can get just about any combo of tones that a Fender bass can provide. Check one out. They are built great & are more affordable than their American made counterparts.
