I have an 09 American P bass but I wanted something to back it up and I wanted something made in the USA like my American Standard. Is the Highway One P good for Rock and metal?

You have a real nice MIA P-bass. Although, the MIA Highway One P is also very nice. That new Standard MIA's have the thinner finish to enhance the tone, but the HW1 has the thin nitrocellulose lacquer finish.
The only issue with nitrocellulose is the inconsistencies that can be caused by the environment. it can add to a cool, natural relic look, or it can make for numerous neck adjustments. Considering it is only on the body, the HW1 neck with the Satin Urethane Finish will not be part of the equation.

With the slight dip in the price, I think it would make fine back-up or primary instrument for any genre.
