No stock Fender pickguard has paint on it with the exception of some Antigua finishes from the 70's which involved painting the pickguard with a gray burst.

If you have an aftermarket pickguard or you or someone else pianted the pickguard you may have a compatibility issue between the pickguard plastic and the paint used to cover it.

I would buy a new pickguard if it bothers you. A blistered pickguard would bother me.

Another thought on this bubbling pickguard.
You did remove the protective plastic sheet that came on the bass pickguard when it was new didn't you?
If that is the bubbling then you just have to peel off the plastic.

+1.

Had a friend who actually bought a new pickguard when the whole problem was the factory protective plastic covering which the dealer should have removed.
