Photos would help, but I think that might be a Precision Bass Plus. These started in about 1989 for the 89-90 model year and these ended in '93. The Precision Bass Plus only lasted about as long as the JP90 did. You are right, it was not called a "Special." The Precision Bass Plus had 22 (yes 22) frets, passive electronics, a three position toggle pickup selector switch, 1 volume and 1 Tone Control with a 2-position push/pull series/parallel switch. If your bass has this switch and 22 frets it is safe to say it is a PLUS. These basses also had pretty nice hardware, same as on the ELITE series which was first class Schaller hardware HOWEVER the PLUS hardware was usually chrome instead of gold as on the ELITE.

Later, for the 1991-92 model year Fender came out with a Precision Bass Plus Deluxe which was discontinued after the 93-94 model year and in 95 the American Deluxe P-bass debuted minus the PLUS moniker. The PLUS DELUXE also had 22 frets but was ACTIVE. So P-Bass PLUS is passive, P-Bass PLUS DELUXE is active.

Also the JP90's were out at this same time. You can spot them by the bizarre pickguard. Really bizarre. Smaller body than a P, very light. Should say JP90 right on the headstock if it is one of those though.
