How do things look with strings on your bass?
As others have said suspect machining is fairly common.
Having strings on will give us all a better idea, as it's possible to change the position of the neck relative to the pocket.

Personally, I don't see how the neck position can be changed without drilling 4 NEW screw holes, and I'm not about to do that. There is no "slop" in the position of the neck in the pocket, especially when the original screws are in place. The excess material is just a machining error by the worker in 1971, plain and simple.
