I have been considering a summer project for my kid (and me). Strip, sand, seal, paint, etc... not really looking at heavy mods/alterations, pup swap etc. But down the road, i may wish to swap pups, or up grade neck, etc.

My question, is the (NEW) $99 HH Bullets I've been seeing the best bargain?
Can they be altered as mentioned above later?

The Bullet is quite OK for what you have in mind - although "best bargain" can mean many things. Just don't expect to end up with a masterbuilt level guitar.

However, I add two things to consider:
Reserve some 'luthiering time' for a good setup (actually, IMHO that's what a Bullet needs more than a makeover), and
Check, and re-check that your kid really wants to spend the required amount of time in stripping, sanding, sealing, painting, etcetering, rather than actually playing the guitar (I know I would have chosen to play the guitar those numerous years ago, the interest in modding came a lot later...)

Don't put any money on that ; no mod , you waist your time ( ok for hobby ) but you loose the money. Guitar will not worth more.

Better to buy a better guitar if you want a...better guitar. Buy used one at 1/3 price less ?

Don't forget if you use the guitar with a $99 amp, any good guitar will sound crappy . So why "good" upgrade ?

If you set your sights a little higher and step up to, say a MIM Standard Strat, you'll find that many MIA Strat parts (such as the US-spec bridge) will fit without the need for "persuasion". That is not the case with the Bullet's and the Affinity's, which use a thinner body fabricated from lesser-grade lumber.
