So I just got a classic player jaguar HH yesterday. The one problem I have is the D and B string sound like they're vibrating against something. Like when you have the strings too low and they vibrate on the the frets directly before it. But these strings buzz when I'm not fretting them. Whats going on here. Do I need heavier strings or a set up? I planned on changing to 13's just because I like the feel of heavy strings.

You need a complete setup by a good tech. You'll have to do it anyway if you go to 13's so get the strings and then the setup. IMO!! Good luck!! :)

So that should take care of the buzzing? Just want to make sure before I decide to keep it.

I think so but they should have done a free setup when you bought the guitar. Call them and tell them what your problem is and tell them you are giving it back unless they fix it.
