It regulates how much treble is bled off when you dial back the tone pot.

If you are satisfied with the effectiveness of your tone pot, stick with the .022 mfd. If you want to bleed off even more treble, you can increase the capacitor's value to .05 mfd or even higher to .1 mfd. If you want less bled off, you can decrease the capacitor's value to .01 mfd.

As a rule but not an absolute, the most popular capacitor value for a full sized humbucker is .022 mfd. For single coils, .047 or .05 mfd. I guarantee you though, you will not be able to tell the difference between .047 and .05 mfd. Basses popularly get .05 to .1 mfd.

As Martian says, a basic tone control is a passive low pass filter, comprising a capacitor and resistor. Changing the Cap value will change the frequency response of the LPF. Changing the manufacturer/brand is unlikely to make any audible difference!

The relevance of the different compositions of a guitar's capacitor is a hotly debated topic. Some swear they can hear distinct differences based on composition, others swear there are none. Both sides present plausible evidence where each one essentially debunks the other one, depending on who has the last word for the immediate clash. I'll keep my opinion out of it as this is one of those unresolvable issues.
