Post subject: Jazzmaster Fret Out

I have a 96 CIJ Jazzmaster that I love. Unfortunately, the action is fairly high and it's still fretting out. I took it to a local shop to adjust it, but they said the truss rod is as tight as it's gonna get. I'm currently using .10s, but I have a buzz stop which makes a pretty big difference. So I have two questions.

1) Will switching to .11s allow me to play with lower action without the guitar fretting out?

2) Will a mastery bridge solve this problem?

3) Is my neck dead? I bought the guitar used and it was pretty beat up to begin with. I think it needs a refret to say the least, I'm just wondering if it's time to get a new neck.

Can you post some pictures of the fingerboard and neck?
