The only way to go would be through the custom shop, and now you're looking at a guitar that would cost as much as two Les Pauls, and I don't even know if the CS would do that scale.

The easiest way is to get a conversion neck. Warmoth, Musikraft at least make them.
And wasn't there a Bullet HS short scale Tele some years ago..?

There have been a number of short scale, usually student models in 24", there have been a few with the Gibson scale.
But as far as getting Fender to build one for you today, that's going to be a Custom Shop order, and being something other than "production" Custom Shop, it'll be well over $5k

I agree on a conversion neck.
Keep the original neck for re-sale in the future so it won't be a Partscaster.

Dug the web a bit; you're going to need luck finding one. It seems that was a special model (FRS, Dealer Select, Special or Limited Edition or whatever) for Guitar Center in about 2013. GC's made their website unreachable from Europe, so...

BTW, how do you feel about thinlines? The Jim Adkins model is 24.75" scaled. It's got P90-style pups and a set neck, so a bit far from a regular Tele, though.

Why not just install some Telecaster pickups in a Mustang or Duo-Sonic?

Arjay

Now here's one interesting novelty. Not a Tele, not with Tele pickups either, but at least it's short scale:
