When I started working on cars in the 70's I would always use a timinglight to set the timing. After doing it a few years I could do it by ear and didn't need the light. If I rechecked it with the light it might not match up exactly with factory specs but it would be where it ran the best and that's what counted. I wouldn't be able to describe to a beginner that exact sound to listen for when the distributor is in just the right position for spot-on timing.
Being told to look down the neck and turn the truss screw till it looked right just wouldn't work for me unless I had someone with experience looking over my shoulder showing me "what looks right" looks like and where to look. I'd have to measure everything out the first few times till I learned what to look for. After a few years or a decade of doing it on a regular basis I'm sure that using a feeler gauge and measuring everything out would become a hindrance and I could trust my eyes. Luckily except for a Taylor that I took to a shop I haven't had any issues.

I have ALWAYS adjusted truss rods visually.
It is therefore ALWAYS required that you initially set the action first, if there is any reason to believe that the action should be adjusted at all.

You are entitled to hold such condescending opinions, if you wish, Mr. Peabody.
My experience says that this is nonsense.
In addition, most adjustments by "beginners" will be on guitars with the truss rod set at the factory, and not all wacked out.
This normally requires a 1/4 turn in one direction or the other, depending on the state of the neck and change in string action.
But even if that were the case, that a "beginner" had a guitar with a wacked out neck and truss rod, the "beginner" can understand that sighting down the neck, there should normally be a very slight amount of relief, or concave curvature, from the neck being perfectly straight.
The key is to adjust the truss rod by visually viewing the change in string action and setting the change in string action where you want it, both visually and by feel, not where some prescribed measurement dictates.

Because it is completely unnecessary to measure.

Even you, Mr. Peabody, should be able to inspect the neck and see if it is wacked out to where there is 1mm or more of relief, and adjust the truss rod visually to where the neck is nearly straight.
But most of the time if you find a guitar like that, it is probable that the guitar has a fret problem which has dictated that amount of relief, and the problem will not be able to be corrected by merely adjusting the truss rod.
