I've just had a Road Worn Tele returned to me by a buyer who claims the neck is crowned from frets 15 - 20 & this is a common, unrepairable issue with Mexican Fender necks.

This came as news to me, is anyone aware of this problem or do I just have a buyer with remorse?

I myself have never heard of such a thing, but am also interested in hearing replies.

I've heard of fret crowning before, I'm not even sure what neck crowning would be (definition).

Fret crowning (or re-crowning) is lightly filing and/or re-shaping the top of the frets to remove grooves worn in them, and give them the correct surface shape again.

I have no idea what neck crowning is.
My best guess would be that it means that some segments of the neck (or fretboard) were bonded together from several pieces of wood.

Loosen off the truss rod.

Neck crowning is backbow.
A truss rod only really moves the headstock end of the guitar. It sounds to me like the truss rod is too tight. The neck can't crown at one end, only in the middle. Reason being you move the headstock end by adjusting relief. The body end can't move as it's attached to the body.

Or maybe the neck has been needlessly shimmed?

Sounds to me like buyer remorse.

I second this as I've never heard of "neck crowning" either nor whatever it supposedly is, being "common" among Mexican Fender necks.

Unless it's referring to what's known as a "Rising Tongue." This is where the neck moves at the point where it attaches to the body, and all frets above that point are "high." It may be more common on archtops, but can happen with bolt-ons too. Dressing those top frets may enough to fix it, but it does mean that they can end up being very low. The alternative is to do a partial re-fret, with the upper part of the board planed down to correct the "rise!"
