Wire the tone knob directly to the neck pickup. It will do exactly what you're looking for.

1- bridge pu always on ;
Just desolder is wire from the switch and solder it to the output jack.

2- Normaly tone is working with middle and neck pu.

I think this wiring will give you what you are looking for as I understand.
