so i have a standard tele MIM with a Seymour Duncan Hot Rails in the neck. I kept the bridge original but the neck pup is over powering it. is there a way to boost a pickup?

first, what measure of pots are you using? single coils use 250k ohm and humbuckers use 500k ohm. I had a similar problem with a duo-sonic I used to own. Had the stock single in the bridge, and DUNCAN PERFORMER rail in the neck, I kept it with the 500k ohm pot but compensated by adjusting the p/u height. Another option would be to change the electronics to have 2 vol, master tone. or try a consentric setup for each p/u. sometimes though, adjusting the heights will work just fine.

You're not going to get them to balance. You have a much more powerfull pickup where you need a weaker pickup. Reason being that the strings vibrate in a wider arc over the neck pickup. Affecting the magnetic field of the pickup more than they do in the bridge position, resulting in more volume. Adding a powerfull pickup to that is just compounding the problem.
You're gonna have to sink the humbucker below the scratchplate and raise the singlecoil in the bridge up to near the strings to get em to balance.
A 500K pot will just affect the treble response of both pickups rather than balance them. You could try wiring a resistor inbetween the hot lead of the neck pickup and it's switch position. You may not like the results though. Another option would be to wire a minipot between the switch and hot side of the neck pickup. Have you're main volume on full then use the minipot to balance the volume of the pickup in relation to the bridge pickup. When it's set, hide it in the control cavity.
Again you may not like the results of adding resistance. It has a habit of increasing treble.
