Loose truss rod? I can't see how this would be the issue on only two strings.
I would start by measuring the distance under the fret, capo the 1st fret and the hold the string down on the 21st.
now, is there any frets that are High?
I doubt there will be, as you have a new neck.
I would be looking at how hight the pick up are, and just how your winding the strings on.

You can drop the pick ups down a couple turns and see if that curers it.

if now, the way you are winding on the strings could be the cause. You need to hold the string at the bottom of the winding peg so as it wraps on, it is going downward, this will put more downforce at he nut and keep it from buzzing.

If all else fails, you need to find a new (better) lutier.

Impossible. Are you sure you haven't misinterpreted what your tech told you? If not, then my advice would be to find a new tech. And I'm surprised Fender would send a new neck based on that far fetched story.

The fact that you are experiencing the same issue with a new neck seems to indicate that the problem might lie elsewhere. Try Jeffytune's suggestions. A good place to start is to set up your Tele to Fender's specs: http://www.fender.com/support/telecaste ... _guide.php Also, how is your right and left hand technique when playing those two strings on the first two frets where you are having problems?

As mentioned pretty improbable, especially now that you've gone through two necks. The only thing truss rods generally cause is a rattle from being loose in the truss rod cavity. How low exactly is your action? If its so low a vibration is supposedly causing it to fret out, its to low period.

I'd find another tech to work on it, cause it doesn't sound like he's got the setup right. The only other thing I can think of is the neck pocket is cut funny making the neck sit at a funny angle. That doesn't seem likely as it should be buzzing or wacky all over the neck and I think its all cut with a CNC mill which I doubt would be imprecise. I think he's setting it up way to low and if he followed Fender protocol on setup it should'nt do this.

I'd get a second opinion and have another tech look at it, I'll bet your problem will disappear at that point. Good luck with it.
