Yes it is a factory color from circa 2003-2007. It is called Chrome Blue; that photo I posted identified it as such and was taken straight from Musician's Friend's achived page.

You don't see that many of them around, it seems like Chrome Red was more popular. I don't know what year this is from but it is still up on a shop named Guitar Stop's website - check out color #95:

I'm pretty sure this was called the "American Series HS Tele"; the switch in the volume knob is an S1 switch that splits the neck humbucker. Seems like this model was out circa July 2003- sometime in 2006. The color is probably "Chrome Blue"; that was used on the HSS and HH Strats of that era as well as the HS and HH Strats. If I'm remembering correctly they started out with a pickguard then later the pickguard was removed.

Edit: I did a quick google search and found that this model is still up in Muscian's Friend's archived pages; here is a photo of the chrome blue/maple neck:

I remember looking at American Series Strats & Teles in both Chrome Blue and Chrome Red between 2004-2006. I ended up with the Chrome Blue Strat & the Chrome Red Tele. Both are great colors.
