Is Position 3. Neck Pickup originally muffled?

It always sounds like when the tone control sets to 0

On Teles of that era it was the old switching system. Position 3 is the neck pup and has NO tone control at all. Position 2 is the Neck pup WITH tone control and position 1 is the bridge pup with tone control. There is no position with both pups together unless you change to the modern wiring system.

This was done back in the day to sometimes substitute a bass guitar.
