I tried a Limited 60th anniversary Tele last week. Special! But although the front pickup sounded very mellow, it was about 50% the volume of the bridge p/u and hardly responded to the tone control.

Is this normal or misswired?

That sounds like it is the 52RI Limited edition Tele. These guitars are wired in the "original" wiring, which has the neck pickup give a very dull and bassy output. This is how the original Teles were wired in 52 apparently.

The guitar in question should come with a kit included which would enable you to rewired to modern specs if you wish to.
