depends but overall they can be thats what I use mine for. famous tele blues players:
BB King (yes he did)
Muddy Waters
Keith Richards (he was a blues player at some point)
and Eric Clapton (tele strat hybrid, but mostly tele and was used in Blind Faith)

Hey, you can use any guitar for blues, I use an acoustic :P , but Teles do especially well.

but is a tele or strat better at blues and if the tele is is the standard model good at blues or does it need some special mods

If you are thinking that you needs a specific guitar to play a certain kind of music, then you're so far from figuring it out I don't even know what to tell you.

EVERY guitar can play the blues. Hound Dog Taylor used $20 Teiscos from the pawn shop... when they broke, he threw them away and got another one. Robert Johnson played a beat-up Gibson acoustic. Electric blues has been played on Strats, Teles, SGs, Les Pauls, 330s and 335s Epiphones and Guilds of every stripe, with and without mods. You can play the blues on an Ibanez WIzard neck or a Hagstrom Swede.

Like Chet Atkins said between sets, when an admirer told him how great his guitar sounded: "Oh, yeah? (pointing at the guitar on it's stand on stage) How does it sound now?"

GUITARS DON'T PLAY MUSIC. Guitar players do.

It is not what you play,but how you play ! Now I went for a Deluxe Nashville Tele because it has Tex Mex Pickups and one of them is a Strat right in the middle.It gives me many voices for just about all that I want to do in one ax,and that also includes the blues !
