So this is the configuration I'm going for. Rossi's guitar tech states that the bridge is a Red Lace Sensor, Blue in the Middle and Silver in the neck (though it now sports a Seymour Duncan Cool Rails in that position)

I understand that the Tele bridge pickup is equivalent to the Gold Sensor and of course, isn't authentic to the Rossi set up.

I've tried to buy a modified Red Sensor from the guy in the UK who specialises in Quo replica guitars but he won't sell parts. Which is rather annoying. I'm just trying to give him money and will end up getting the same product by hook or by crook anyway!

Is the brass plate large enough to drill for the LS? Two more holes in it shouldn't be a problem and from your pic it seems it would fit.

I've been in contact with Lace Pickups. They're making me a Red sensor, white cover on a Tele bridge plate. They're supplying it in a set with a Silver and a Blue too so this guitar should sing once they're installed.

I see at least two reasons:
1: Hunting down parts is time consuming, and he only has so much time. Money won't buy more of this.
2: UK VAT. If he resells parts, he has to go through forms and subtract outgoing VAT from incoming VAT. With different forms for non-UK buyers, who are VAT exempt.
