I thought there was supposed to be a chunk of sponge inside the cover to act like palm muting against the strings. Maybe that was an old bass model I'm thinking of.

I have bent steel saddles
The main problems with them are
1-the height screws sticking up too much
2-string breakage compared to say roller saddles

I shimmed the neck and raised the saddles height , then took the height adjustment screws out, one at a time and ground them down, so there is just a TINY amount visible on each and lubed them well and have honestly not had a broken string in 20 years and both the intonation and "coming back in tune" are fine
I also have the trem claw angled more in on the bass side which seems to work perfectly

My 1963 strat had an ashtray and didn't sound any different with it on or off whatsoever , I took it off purely becaise palm muting is nigh on impossible with one on

Correct.

The basses each had a strip of foam rubber affixed to the underside of the bridge ashtray which functioned as a mute. I believe this was discontinued around 1972 ("brotherdave" will know the precise date).
