2- Smaler gauges ? I guesss you don't know

Answer yes of only one ,look a truss rod adjust .

Anyway , following how to set up guitar , will fix the problem.

And the key question: can we trust your diagnose that the string buzzes on the 17th fret?

One possible cause for buzzing when played open (was in my previous post, too): nut slot doesn't fit the string, or is badly shaped, or is worn too low.
Check the nut slot heights: capo on the third fret, measure the gap between 1st fret top and string bottom.
Do this on all strings so you'll see if the lowE sits deeper. What kind of measures do you get?

A complete set up is def in order for how long the guitar's been sitting. You're not going to get accurate readings without a decent setup first.
