Why would they use veneer on top of alder?

It might be they did it to give a poplar body a better aesthetic look with alder wood grain pattern.
I don't think there's another explanation to the black belly cut.

...maybe with the slight exception that the burst finish is hand sprayed, which gives room to variations...

This whole "veneered Strats" concept is a bit confusing, the web has all kinds of info&misinfo on the subject. (Rob to the rescue..?)
One thing to keep in mind: any old Strat doesn't suddenly get worse if it turns out to be veneered.

But UMEL posted the full specs sheet and it says the body is alder, not poplar. :)

True, but for some reason I'm recalling that they veneered the alder to give it a prettier look than "luck of the draw" alder in the late 1990s. And it probably allowed them to use bodies made of more pieces on the sunbursts (i.e. more than 3-piece bodies). Of course this is just my memory of what they were doing 15+ years ago - but I think that might have been part of the $50 upcharge for sunburst back then.

I believe the era when they mixed in poplar was more like 1992-1994 or thereabouts.
