Yes, and a poor fake at that.

That serial number can be found on another Sambora Strat from a Forum post back in 2010 on a very different guitar.

Sorry to say, I think you've got a counterfeit.

Fake, the truss rod was the first thing that screamed fake.

There's 6 things that scream out for me.

1 - The headstock proportions are completely wrong.
2 - The tuning keys are not on straight
3 - There is no Walnut plug around the truss rod access
4 - Why would there be a need for locking tuners when there is a Floyd Rose locking nut in place?
5 - Where's the Allen key holder?
6 - Where are the locking nut fixing bolts at the back of the neck/headstock area

The serial number might well be in an odd place too, but it's in a similar position to where it is on my 2011/12 American Deluxe, so I wouldn't use that as conclusive evidence - Fender move 'em around quite frequently.

Not even a good fake.

I never understand why fakers can't get the font right on the serial number decal!

Just be glad that they aren't trying very hard.

If they get it right, we are all in trouble.

I can see why some might want to upgrade to locking tuners, because string change is much quicker with locking tuners, and you can also tune down, and don't have to tune down past the point and then up again.
It's possible that someone upgraded the tuners and did a hack job of it. Or even put them on at odd angles on purpose - some people do weird stuff like that and relicing.

But it's still fake.

The high gloss finish gave it right away! Fake! The sad thing is, is the counterfitters have chosen the Sambora strat as there biggest seller and it is almost imposible to find a real one! I have one though and it has history so I know it's real.
