There's many dealers that deck the Trem first thing before they display the guitars.
While it used to bug me (as a grumpy young man) because I was so used to working on the line and setting them up to float....inevitably like everything else on the guitar....its your choice absolutely.

So if before I sell my MIM Strat, I take it completely apart and then put it back together, can I advertise it as being assembled in the USA?

I just decked my Floyd Rose or put a trem stop in.
I made it out of a 1/8 inch by 1 inch shim about the length of the block
I just drilled three holes in it and countersunk them.
Used pickguard screws to hold it in place gave the guitar back its tuning stability and tone.
