I got a Road Worn Strat, and the 12th fret high E bend chokes out, and from 15 and higher the notes just ping on all string, just dead. I know the Road Worn has the 7.25 radius but I have played on some 7.25 where the bends are incredible, so do I need to adjust my truss rod, when I look down my neck, it is pretty straight, maybe a slight curve in?

It sounds like your frets could benefit from a complete level/crown/polish job by someone who's intimately familiar with the 7.25" vintage-radius furniture. Neck relief is also a critical factor in making these necks play correctly.

Arjay has a point, but I'd start with little lighter procedures before the fret job:
New strings and complete setup (including a neck angle check).

I figured it would need a setup, it has new strings though

Maybe a slight truss rod tweak and a string height adjustment. Some times it just takes a minor adjustment to give major improvements. Like 1/8th turn to the truss rod. 1/2 turn up on the saddles. Seasonal adjustments are kind of like that depending on where you live. I'm in the Midwest, so a minor tweak 2 to 4 times a year is always in order.

Sounds to me like you should check the neck to make sure there is a slight relief and then adjust the saddle heights if the problem persists. 8)
