I've been looking for a used SRV neck to replace my American standard neck. I starting bidding on this one, until I noticed a couple things that didn't look right.

First the serial number begins with a SE9, which according to Fender, this is an '89. They didn't make these until 1992

Secondly, the tuners are aged nickel. Not gold.

Going back to the serial number, it looks like a photoshop deal...

What do you all think?

Not photoshop. The "S" wouldn't bleed in both pictures. Tuners can be changed. Everything looks legit except that you said the serial number doesn't match. Weird. I would have been fooled.

I believe that's a legit SRV neck with changed tuners (gold tuners removed and nickel tuners installed).

Fender's dating website is wrong on the Artist Signatures. They wound up using the "SE9xxxxx" serial numbers for several years on all the Artist Signature models (Clapton, Malmsteen, Beck, Sambora, SRV, and Burton Tele at that time). Fender didn't get "on track" until sometime circa 1993/1994; the changeover could have happened at different times on different models.

Your neck looks perfectly legit to me.
My neck heel stamps and everything looked exactly as yours, too.
NOTE: my fretboard was artificially darkened, hence the unprofessional look of the fretboard/maple attachment at the heel of the neck.
Here's mine (sold by now):
