If it were me, I'd go with a Custom Shop Strat NOS. And I'd go with a classic one, which means no humbuckers. The hard choice will be maple or rosewood fret board. I'd rather learn on a rosewood board but who knows what he'll eventually prefer. I wouldn't worry too much about alder or ash. Now if he was a beatle fan, a sonic blue with a rosewood board, NOS would be something to cherish for a lifetime.

The amp is harder. If it were me, and money wasn't the issue, I'd either get one of the new handwired Fenders from the EC series, something on the smaller size, or a vintage handwired, like a silverface deluxe, and then take it in for a good service job.

I'd also get a looper. And maybe a pedal or two.

But my best advice would be to hold off on the great amp and just get a Fender Mustang 1 or 2 amp until he knows more about what amp and amp features really matter to him. They're cheap and handy to have around for practice even if a good amp is in the same room.

Wait until you know you are serious to buy a guitar over $2000. I got a new old stock American HSS strat for $899 and it's a beauty! Plays awesome, and I picked up a amp from a friend for $50.
Bottom line is you can get A1 sound and tons of enjoyment spending less than say $1200 and stash that extra cash away for a more expensive guitar later when you know you are ready.

Thanks again everyone. I have taken all your advice on board and will go back to him and talk to him some more. I am thinking amp locally and American made standard Strat imported if a local dealer isn't willing to seriously negotiate...

My advice for anyone buying guitars is go play (or at least hold, if your friend doesn't play) a bunch of them. One will feel right - right balance, right size/shape of neck, right fretboard feel, etc.

Your friend's build, the length of their arms, the size and shape of their hands will all influence fit and feel.

If they don't play yet but have "a sound in their head" they want to capture, I find youtube pretty helpful to hear a bunch of different styles. Check out ProGuitarShop's channel from some great gear demos!
