i bought a new classic '60 3CS Stratocaster - i enjoy it a lot.The tone is a little thin.
Does anybody know which material the tremoloblock is built of?
Makes it sense to change it into steel?

The block is a zinc alloy and is poor for sound. I changed mine to a brass one from guitarfetish.com. You will want the vintage unit

+1...changing the blocks on the 60's Classic Series Strats thickens up their tones, I did the one in mine and was thoroughly surprised at just how much difference it made.

But i think i will just change the tremoloblock - not the complete tremoloset.

I'm not a big believer in tremolo blocks equaling tone. I'd rather think pickups and strings provide more tone. The 60's Stratocasters were the mellowest Strats made. I's start with pickup swaps first....

when i change pickups, do i have to change the rest of the electric,too? Or doesn't that matter?

Nope, you shouldn't have to. Only thing I like to change is move the tone control from the middle to the shared neck position and tie the bridge into the second tone control. Many bridge pickups need to have a little tone control to avoid an overly bright, shrill icepick tone. But that is completely optional.
