I'm replacing strings on my 05' Deluxe
Strat w/ double locking tremelo system. Do I always have to cut the ball off the string or is there a way to restring without cutting the string ball off to prevent the string from slipping out? Is the string slipping out ever an issue? Thanks for any help.

You must cut the ball off. If you tighten the locks properly there should be no problems with strings slipping out. Locking trems are designed for extreme use.
