i just put new strings on and i saw some of the strats here have the bridge touching the body so the tremolo doesnt float. if i do that can i still use it? not to pull up on but to push down

Yes, you can use it to lower pitch, but not make it higher.

Right - if it's flat to the body, you can lower the pitch but you can't go up in pitch.

just open the back cavity. You can adjust the springs there, and make the bridge flush or float

I just had one of my strats "set up" by a tech. He has if I wanted the bridge flush with the body. I told him that I preferred it that way. He did the set up, the bridge is flush and I love it that way. I can push "down" on the trem. The only thing I lost is pulling up, to go higher in pitch (which I never did anyway).
