The body looks like that of a Deluxe Players Strat -- in ash, finished in 3TSB.

And a Squier pick guard (note the screw hole locations). The electronics and pups don't look like Squier though.

Yes......it's had at least two different styles of pickguard installed. And the electronics are not that of the Deluxe Player's model.

The Highway 1 will have a nitro finish on the body, which from the photo this guitar probably has but it is difficult to tell. It may have been a Highway 1 body that someone added a different pickguard and electronics to which resulted in the additional holes drilled in the body.

The Deluxe Players Strat body has one of those holes next to the pickup routes, and the pickup routes are different than the OP picture. Upon closer inspection, the OP body does look like a Highway One. Maybe the body, pups and electronics are Highway one and the pick guard has been changed. The Deluxe Players Strats do have the tortoise pick guard, and maybe the original owner wanted a white one and got a Squier pick guard, for whatever reason, maybe he had one on hand.

This is the Deluxe Players body:

I think you're right about the body, Shimmilou. I just wasn't certain that the HW1 came in an ash flavor.

In any case, the routs do seem consistent for a HW1 so at least the OP knows that the body is a genuine Fender.

thanks guys, you have been a lot of help. the pickups read 016730 I couldn't figure out exactly what they were from from google, but those were never put in a squier right?

also is the 10 digit serial number inside the guitar unique? because I found an american highway body that had the same on as mine that was sold years ago.

Also are the tuners quality fender (non squier)?

any one know how much it is worth? the condition is 7 out of 10 and the neck is from a squier.
thanks so much guys

The pickups seem to carry a Fender P/N but as to which Strat model they came from, I cannot say.

Your tuners are the "vintage style", made by either Gotoh or Ping (both types have been used on genuine Fender instruments at various times).
