that's usually not a big concern to me, I have actually seen new fenders on the wall at music stores with that decal rotated a bit past the norm.
they are hand placed so sometimes they aren't perfect.

So the necks usually have "USA" stamped onto them as this does?

To me that's one of the things that makes me question the neck - I've ever seen that on a USA reissue (either AV or pre-AV). The other thing that makes me question it is the thickness of the rosewood at the neck heel and the position of the truss rod adjuster screw - normally the screw located so it is partially in the rosewood.

Looks to me from the pics on the first page of the thread that the high E string is extremely close to the edge of the fretboard. That doesn't look right at all. Also, should the neck not have a 'skunk stripe' on the back (tbh not sure about '62's) ? As stated previously, the date stamp on the neck is not in the normal format. I'm very dubious about the neck.

While there are a lot of other things wrong with this neck, the lack of a skunk stripe is accurate for a '62 Reissue. Actually all Fenders from the start of the rosewood fingerboards in 1959 until the return of one-piece maple necks circa 1969 do not have skunk stripes; even the maple fingerboard models from the the 1960s are "maple capped" (meaning they have a separate maple fingerboard) and not one-piece from the time they were brought back until 1969. Rosewood fingerboard Fenders did not get the skunk stripe until the start of the bullet truss rod models in 1971.

My opinion is this guitar is not what you were told it was. It does in fact appear to possibly be a fake or MIJ guitar. That does not mean its a bad guitar. The aluminum foil bit is a tad cheap, usually sheilding is done with copper foil or sheilding paint. But after your tech goes through the guitar, checking electronics, dressing frets, and setting it up correctly, you should know if it feels and sounds good to you. It doesn't matter who made the guitar or when, it just matters how you feel about it when you play it.... From a short distance, no one will know any different. They just know it sounds great when you play it...
