I've tried to clean that with everything. Even with steel wool. Nothing happens, it's curious.

You could buy new pickup covers any time. Seems they have some nickel component.
Maybe try some chrome polish.

Chrome polish could be a great idea.. Hope the liquid doesn't interfere with those magnets and sound.

I'm just curious what's the color of the pickups of the Blacktop? Is it white or Black?

Is there an aged white cover for dual coil?

Blacktops have chrome pickups, the floyd rose version has black dual coils...

I clean mine after every use when I wipe down my guitar. I also do a thorough cleaning when I do a string change. I basically use a very fine microfiber towel on them. I will know in another 8 months if they get that worn look. Unfortunately thee chrome will start getting scratches on them and they will bever have that brand new look.

In your case, since you used steel wool, they may never have that polished chrome look again. There is the option to buy new chrome covers, just make sure that they are "F" spaced.

Welcome.

From what I can deduce by looking at the picture, the chrome plating is partially worn down to the base metal and in other areas, preparing to blister off to the base metal. Or to put it another way, the chrome is essentially shot. At best, all a metal polish will do is to remove what's left of the chrome plating down to the base metal. Your problem would be compounded here for as a result of the heavy playing evident on the edges of those covers, there will never be a uniform shine again as even the base metal is worn into. Being that they are imported pickups, it is doubtful that the base metal, even without the pick wear, would ever shine up to any semblance of a 'like-new' appearance any way.

All pickup covers are not uniform in their dimensions and polepiece spacings. You'd have to do some meticulous measuring and research in order to replace them exactly. Your real considerations here boil down to time and cost effectiveness.

As always, this is merely IMO where YMMV.
