Fender Japan made certain models that were meant to stay in Japan, not to be sent out of Japan. They were called Non-Export models. There is a code in the neck pocket and on the end of the neck for those.

Can it possibly be a Made In US meant to be exported but remained in U.S. for some reason? Bought it in NY.

Fender is usually good about making note of the country of origin for their guitars, but not always. A sticker that says "Made in USA" can be forged, but a factory "Made in USA" indented stamp, or a serial # and country origin under the clear finish is more likely to be accurate.
I have a 1989-90 HM Strat that I am not sure about country of origin. It has Fender U.S.A. stamped on the neck plate, and a USA serial # but I have heard it could be $@!. Also could be $@! parts assembled in the US. Who Knows??
Every Fender I have owned has shown a country of origin, so I would reference the serial # list on this site, and go from there.

The neck was made in the USA. The guitar was assembled in Japan (with a USA) neck. This is done for Mexican Strats too. They are assembled in Mexico with USA necks.
