new ec strat
the strings seem a bit too high off the neck from the 12th fret up.
is recc way to lower by adjusting neck or bridge?

Definitely read the setup guide. If the neck has the proper amount of relief you may be able to just lower the bridge saddles a bit without getting fret buzz, but it will be well worth it to understand basic setup and how string gauge, neck relief and angle, bridge height, nut height, etc, are all interconnected to affect the guitar's "playability".
