Almost all USA-made Stratocasters came with a universal HSH rout since 1998, allowing players to customize their pickup configurations in their own taste. However, Fender made several Stratocaster models (either as MIJ Contemporaries, Squiers or USA Factory Special Runs) with an HHH rout in the past, making enough room to drop a third humbucker in the middle position for a wide variety of killer tones.

Did Fender had any plans to include the HHH rout as a standard feature on their flagship USA Strats?

This is an interesting question - considering Fender was reacting to some players' dislike of the 1986-1998 swimming pool-style routing when they switched to the HSH routing I wonder if they would go back to either an HHH or a universal route.

I seriously doubt they will ever go back to a swimming pool route. They had problems with some of the bodies warping. They also got a lot of guff over it from experts who deemed the swimming pool to be a major culprit for the lack of good tone from the Fenders of the era. This was before the internet had really taken off and everyone with a username and password on a forum was considered an expert on guitar manufacture. If they felt that the press they were getting then was bad enough to make major changes, imagine the backlash now if they went back to the swimming pool. With the influx of active pickups, miniature single-coil sized humbuckers and rail pickups...not to mention some of the newer noiseless single coils, I don't think the interest is there for Fender to make HHH strats.

Currently Squiers and a few USA FSRs feature an HHH rout.

I recalled Fender Japan did their Contemoporary series guitars with the HHH pickup routing.

Fender makes HHH pickguards for Stratocasters, unfortunately they're very scarce to find.

I prefer HHH to many other pickup configurations because of the extreme versatility humbuckers offer, especially when coupled with an S1 switch, 3-way mini toggles and an active 25dB boost circuit w/ TBX, Greasebucket or No-Load tone pots.
