I would not use steel wool around my pickups and electronics! Can cause damage.

The short answer is, YES there is a difference, otherwise they would be labelled the same. 000 is much more coarse that 0000 and will do more than polish, it will remove material from the frets, ane leave scratches in them.

It is not advisable to use steel wool anywhere near a completed guitar because of the risk of damaging the electronics with the small pieces of steel that are shed when you use it. They get trapped by the pups (magnetism) and can find their way into the pots or cause short circuits.

See Mr. Digby's answer (above). It's as eloquent and concise as can be.

Thanks for the compliment Arjay. My profession and training makes it important to get the point across quickly, as for "eloquence"... well, thanks again.

There's one other option. At a Dollar General store, I got some manicure files which are basically a 4 or 6 sided foam piece with various grades of sandpaper. The upper grades are perfect for polishing.

This one is plastic, but the sandpaper is foam backed and shapes nicely against the frets helping to crown them.

Really pleased with how this turned out using them.

While you're at the Dollar General, consider getting some disposable aluminum cooking pans, then cut out some rectangular pieces to protect your fretboard while polishing your frets.

It'll sure work to knock the crown right off of your frets!

For over 40 years, I have and continue to use 0000 steel wool along with the finest grade of wet or dry silicone carbide being 600 grit. Upon completion, there is NO unnecessary abrasion of the frets, the crowns are fully intact, the frets look like glass and with due diligence, absolutely no shards of steel wool wind up where they shouldn't.

Tell ya what, go to the closet, pull out a clothes hanger and sand one of them up with whatever grit sandpaper you have and see what happens. In other words, practice on something cheaper than an expensive refret job.

Then, consider googling "fret and level guitar frets" and read up.
