Why Fender is seting up the Synchronized Tremolo as a floating tremolo?
Originally is wasn't a floating tremolo.

Originally, the trem wasn't intended to bend notes sharp -- only flat them, and only gently. A decked trem (per Leo's original intent) accomplishes this. But floating gives players the option to swing both ways.

But, this setup can generate tuning insbality, what is very bad for who uses the trem arm a lot.

The original purpose of the unit was to gently and slightly lower the pitch of a note or chord and then restore it or them, certainly not the way most players use it today. This is why locking units came into being.

The patent drawing for the synchronized tremolo shows it floating.

Dated 1956.

Exactly, I second that. I have the same Patent poster at my desk and since 1956 it shows floating.

I saw many guitars with synchronized Tremolo, but not floating trem setup.
I know, there are many options to setup your tremolo unit, but I think that flush with body setup is my favorite choice.

It became increasingly popular to block the trem, probably thanks to Clapton.

Leo designed them to float, wanted something like a Bigsby. If you set it up correctly you can float them and beat the tar out of them without going out of tune.
