its a neck adjustment. not all fenders have them.

Yes it is original. Its called a Micro tilt Adjuster. That looks to be a 70s reissue. Microtilt become standard on guitars starting in 1972. Now a days the American standard and 70s reissues have the micro tilt along with a few other models. Unless you are having problems with your neck I would leave the Microtilt alone or take it to a professional. If you don't know what you are doing you can really mess up the playability of your strat by messing with the tilt or truss rod.

dont mess with it unless you need tilt in your neck. the slightest movement effects your neck angle. go get the book by dan erlewine guitar repair. there is a section on it in there.
its nice to have IF you ever really need it. ive only heard of maybe 1 or two times in my life where adjusting that was the answer to any problem.

As others have questioned....but I'll put it right out there.....

"What is wrong with the neck angle on your guitar?"

If your answer is "I don't know" or "I have no problem", then leave it alone and put the neck back on and go ahead and adjust the truss rod and saddles and intonation and be done with it.

If you have insanely high action that you can't fix with the truss rod and saddles or you have strings literally hitting the frets, then you "might" need to adjust this. But if that's the case, something happened to the guitar. Did you pull it out of a bay or ocean somewhere? (I know someone who actually found a very expensive guitar this way, by the way)

I want to add that with other bolt on guitars, the way to make this adjustment is with shims between the body and neck. If you don't understand what that means.....bolt on your neck now and never take it off again.
