I am new to the guitar , I started with a cheap estiban I thought is was good untill i learned more I have upgraded to a Squire Strat made in indonisia how good is this for a beginer to learn on , and what would be a good amp I am drawn between the g-dec 30 or a mustang 3. I would like expert advise as to what would be a good choice

If you're going to get a Squier strat, I would recommend the Squier Classic Vibe Series. I own the 50's model(there's a 50's and 60's model, doesn't mean they're from the 50's and 60's though)and it's a great guitar. Beautiful neck with gloss finish(50's has a maple finger board and the 60's has a rosewood finger board), vintage style tuners that keep the guitar in tune very well, and Alnico 3 pickups for the 50's model and Alnico 5 pickups for the 60's.
As far as sound goes, the 50's is nice and clear, very bell like tone. 60's model has a slightly beefier sound.

These are great guitars to learn on because they will definitely satisfy any level of player as far as quality and price ratio goes and they can, and definitely will if you want them to, be stage guitars too.

So try both out and see what you like but don't be restricted to just those! Try other squiers out! Or even the Fender Standard Strat made in mexico. Whatever feels and sounds good to YOU!

For amps, I think both those amps are great. I have had the opportunity to test out both the Mustang 1 and the G-DEC 15 and I personally prefer the G-DEC when it comes to these small practice amps. Just my opinion so again, try them both out and see what you think sounds better, suits you better as player and your lifestyle(living situation like neighbors and stuff). Choosing a guitar and amp is one of those few times in life where it's good to make everything about YOU!!
