I just want know if I can swap out a 7.5 for a 9.5 radius neck without too much difficulty...ie...messing with the neck pocket.

I have a Fender 60's Reverse Special Stratocaster that has a 7.5 radius neck.
I really like and am comfortable with the 9.5 radius on my Highway One Strats.
I'd like to put a 9.5'er on there.

Any thoughts?

The Hwyone is 22 frets and the 60's should be be 21 if like classic. Also the the truss rod adjustment location is different. ( head stock opposed to heel body area)

The 9.5 radius makes no difference, and neither does 21 or 22 frets, because the neck pocket dimensions are the same :D you will have to set your saddles on the bridge to match the new radius though, but a complete setup after a neck swap would be needed anyway. This should be a simple 1 hour project for you! Good luck, and I hope it goes smoothly for ya! Should be as easy as taking the old neck off, bolting the new neck on and restringing, then tweaking the setup :)

One last thing though......Worst case is the neck screw holes won't match up to the holes in the body. If you run in to this issue, let us know and we ( or I ) can walk you through drilling the new holes. :) You may not have any trouble at all.

The kind of guitar he is dealing with does not come with a contoured heel so holes should not be issue.

You will not have a problem with the neck pocket with a reliable product but some necks and pockets are tighter than others(just the way it is as wood shrinks and swells all the time)While you're at it buy some neck inserts on E-bay and have someone with a drill press drill the holes and install the inserts. Now you will have an extremely tight fitting, true bolt on neck(not screwed on).More tone, sustain and more everything good. It's common sense isn't it.I can loosen "all" fender necks with my bare hands and most of 'em I can rip the necks off easily, by working the neck back and forth. If you do decide to keep the wood screws, buy new ones for the new neck.I would never recommend doing this to a vintage('69 or older)neck.
