Okay, so I bought a 2010 and did a whole sale change out of mine, yes I knew it would not increase the value, it just made it play and respond the way I wanted.

So, ignore the naysayers it's your guitar, do it up the way you want.

As to the mods your thinking of, I like the brass blocked tremolo better, if your going for blues tone, the brass one would be more to your liking I would think.
The strap locks are a no brainer, I have the same ones on all of my guitars.
There is nothing wrong with your tuners, so I see no advantage to having the locking, if you load the strings in right they won't cause an issue.
Custom shop pick ups are great, if you want the Tex mex ones well that is up to your ears. I like the 1969's I have in mine. (I am using the revers wound fat 50 in the middle to get the hum canceling).
I would suggest you look at the Fender aluminum pick guard. Not only does it look nice, it really helps to quite down the 60 cycle hum.

with my strat (mim- bought new in dec. 09). i did a few changes:

added strap locks.
added locking tuners.
put on chrome pup covers and knobs.
added white pearloid pickguard.

the chrome and pearloid look great on my lp blue/ maple neck axe..

i'm totally happy with it- hope you are with yours too

Locking tuners are overrated unless you treat your tremolo like a Floyd Rose. Whenever changing out hardware on a guitar, a good idea is to keep the old stuff to revert back to them if you sell. You'll never regain your investment if you try to sell it after modifying the guitar. I have a Roadhouse strat that I switched out the neck for a Lonestar (MIM) neck and changed all the hardware, including all screws to gold. Straplocks are always a must for me too, but regular strap buttons are easy to find if you lose them.
