Does the value of a guitar's tone cap matter if the tone is always on 10?

good question...my assumption would be a yes. Ireplaced the tone cap on my tele with a crazy value just to see what happens, and now it sounds much hotter. but I'm no expert, I just wire things together and beat on them.

Absolutely (especially with a strat since it has 250k pots).
In fact, if you remove your cap it will sound harsh in tinny in most cases.
Also the cleaner a cap change it more obvious.

Yes, tone cap and pot are always in circuit. That's why no load tone pot are made
