You may be right however I have talked to two different support specialists at Fender and they said that that second set screw would do that.

They also said that I should make sure that is what I wanted as over time it does loosen.

They are absolutely 100% wrong.
This weekend I removed my tremolo system from my American Deluxe Strat three times and experimented with different tensions on the set screws. Even if you remove the set screws it does nothing to change the, "pop-in" tension.

The two screws adjust the swinging tension on the bar.

Check out the diagram I drew onto the photo:

The washer sits into the ridge which encircles the bottom of the bar, near the pointy end.

This system offers some very nice advantages:

#1 If you like a loose swinging bar you can have the bar swing freely without fear of the bar unscrewing or the bar height increasing.
#2 If you like a fixed bar you can decide just how much tension to apply.

The big disadvantage the bar has is it is impossible to adjust the tension without taking apart the guitar.

so there are two screws, do they both adjust tension....

I was thinking I could cut off the short end of an Allen to get it in there....not sure if that is possible

The other things I wonder if I could mess with that "spring washer" to make it looser...
I guess I am not sure why I am getting focused on this issue.....following through

that kind of pisses me off if Fender is giving me bad advice.....do they know their own instruments.
Don't get me wrong I love Fender

I called Fender regarding my non-functioning arm and the guy that picked up the phone told me(correctly) that at least on my 2006 Deluxe there is a spring clip(he gave me the part number and I ordered it from my dealer for $2.95...
Later I found the broken one on my floor at home...The challenge is going to be removing the old broken piece which flexes and breaks as it enter the block......inside that little skinny slot....it broke off almost flush and it's about the diameter of a paper clip wire....I'm not sure how it's held or pressed in but it looks like I might have to drill it out or buy a new trem block if I want the snap-in to work.
The two set screws tighten onto a plastic sleeve that the trem bar slides into..and they really tighten up the slop or play in the arm but really don't affect the snap-in feature.
I'll report back with my progress and a part number.

I am curious if that clip has a ridge or maybe the tremblock has a contour or ridge machined out on the bottom of the hole at the slot that holds that clip in. So that little machined out ridge would not be all that deep maybe half the thickness of the spring washer just enough so that being slightly arched it would hold itself in. The reason I say the bottom is that the only access for a machine would be from the top of the block hole
I would guess that it snaps in and won't come out unless it is broken...?

wait a minute I say bottom and top but installed that is probably opposite

those springs may also be a little arched

Interesting

You probably can not, there is no wiggle room. The slit is very small and the washer (or spring clip) is an exact fit.

I bet if the washer (spring) broke the pieces would fall out of the holes in the guitar's back plate. The washer is very very small. It looks like the ball end of a string, only it's about 1/4 the thickness and it is colored grey. If there is a piece stuck in the slit you could definitely pry it loose with a paper clip.

the other thing I thought of would be to sand the end of the trem arm so that the end of the ridges are more rounded.

I just got my 2011 Fender American Deluxe Strat HSS last week and my whammy bar falls out steady. It feels like its maybe the wrong one type thing but its not the wrong one. Thanks for the suggestions cuz I thought it was just the way it is for a femto-second. It can't be "just the way it is"...really beauty guitar all around but a bogus trem bar don't seem right. Thanks again. :?

You got it right
I did the research as I have an engineering background and mine was way tight to the point that I had to really reef on it to get it out.
they do loosen up with time.
I found that I never use it.
apparently there are issues where it gets loose.

I like the idea of a set screw like they used to be
You can call Fender support and they are really good about those details in fact I think that is where the picture above came from.../I don't remember

You might be sorry you asked about this...Hah

so here is an idea I came up with....get a very small set screw collar that fits the whammy bar diameter .
You can get this type of thing at a hobby shop as they are used on lots of RC linkages...etc.

Then put a little rubber "O" ring under that.
Put the whammy bar in and "push" the collar up against the "O" ring which is resting or sitting against the the bridge and tighten the set screw on the collar. If you push to hard the bar will start to pull out.
The friction of the "O" ring will make the whammy bar stay exactly where you put it
Yeah ....Yeah..... I know I am sick.
They other things is that Fender did tell me that it will loosen up and you can replace it and you can get it out.

Have say the 2 yrs. in and the trem on my Deluxe HSS has given zero troubles -- and it is taken off/put on 3-4 times a week, easy. The key seems to be to pull it straight out from the base and push it straight in, also grasping the base with your fingertips.

You should feel and hear a satisfying *chunk* to tell you it is properly seated. Good luck.
